Agency Construction Management

SR Duffie Consulting (SRDC) provides owners, developers, and municipal clients with Agency Construction Management (CMa) services. SRDC is directly responsible to the Owner for the overall management of the project. CMa projects are developed as multi-prime contracts held by the Owner. By doing so, SRDC prioritizes protection of the Owner’s interest on the project. From early Programming through Preconstruction, Construction and Closeout, SRDC is experienced at successfully navigating the project for the Owner.

Programming Phase

  • Preliminary planning and overall program development
  • Initial site evaluation and selection(s)
  • Oversee and manage the due diligence process, permitting, environmental investigation, geotechnical investigation, historical analysis and hazardous materials investigation
  • Prepare and manage concept level budgets and schedules
  • Upon completion of this phase the Owner will have a high-level understanding of the key elements of their project, along with budget options and a timeline to move forward

Pre-Construction Phase

  • Assist with the selection of the design professionals
  • Design process oversight and management
  • Continuation and management of preconstruction budgets and schedules
  • Document and constructability reviews through the various phases, 30% Schematic, 60% Design Development, 90% Construction Documents and 100% Bid Set
  • Perform value engineering efforts to assist in maintaining quality while reducing project costs
  • Prepare and distribute bid documents, oversee and manage the bid phase
  • Provide bid analysis and recommendations to award
  • Oversee and manage the furniture, fixtures, and equipment (FFE) procurement on behalf of the Owner

Construction Phase

  • Manage and facilitate the contract execution process
  • Develop and issue the notice to proceed
  • Prepare and manage the kickoff meeting
  • Provide office/field staff as necessary for the duration of the project
  • Champion issue resolution and claims mitigation efforts on behalf of the Owner
  • Manage the construction budget and schedule
  • Manage the closeout of the project to ensure all necessary warranty, maintenance and operational materials are turned over to the Owner
